The importance of the resume cannot be emphasized enough. Yet all too many people don't put the time and insight into doing a superior job with their resume.  Yes, people sometimes get hired with flaws in their resume.  At times they have spent hundreds of dollars and still have a "product" that doesn't present them correctly.  And there are special approaches that are best for resumes posted on the Internet. 

The most important part of job search is still the interview, but the resume is the launch pad from which one gains the approach to defining accomplishments, without which you have a weak resume.
